J. T. Fleming, MBE (1965), was born in 1924. He was educated at King Edward VI School, Stratford-on-Avon; Keble College, Oxford; and Gray's Inn (where he trained as a barrister-at-law). Between 1943 and 1947 he was on military service with the Black Watch (Royal Highland Regiment). Fleming entered the Colonial Administrative Service in Uganda in 1951.
