Frank “Skip” Groff [b. November 20, 1948 - d. February 18, 2019] was a record store owner, record producer, disc jockey, United States Army veteran, and record promoter who was a primary figure in the Washington, D.C. area punk scene from the late 1970s through the early 2000s.
