Following recommendation of Cresap, McCormick, and Paget, a management consulting firm, Vice President for Health Affairs S. Richardson Hill reorganized his office and created the Office of Deputy Vice President for Health Affairs, Administration in 1973. Dr. Hill promoted Dr. Thomas Alphin, assistant to the vice president for health affairs, to this new post. Dr. Alphin had been at UAB since 1971. In his new role, Alphin met with Dr. Hill three times weekly to discuss administrative affairs relating to the vice president's office. He coordinated UAB programs and policies relating to health insurance and health economics and served at Dr. Hill's behest on a number of state and community councils and committees, including the Community Service Council, Inc, a private, non-profit organization coordinating health, social welfare, and recreation activities in Jefferson County for the Department of Health, Education, and Welfare.

In this role, Dr. Alphin had first represented Dr. Hill at meetings of the Executive Committee of the Regional Advisory Council of the Alabama Regional Medical Program. He continued providing administrative support relative to the vice president's responsibilities to the Alabama Regional Medical Program after he became deputy vice president. The ARMP provided support through federal monies to regional medical programs in Alabama. UAB served as the grantee institution for the ARMP and provided staff support for the program. The ARMP was disestablished in 1976.

Dr. Alphin served in this position throughout Dr. Hill's tenure as vice president for health affairs. As deputy vice president, Alphin assisted the vice president with administrative matters often relating to health insurance and health care delivery systems. He served at Dr. Hill's behest on a number of UAB and community committees. As a former insurance executive and a medical doctor, Alphin brought an important perspective relative to health care to the Vice President's Office.
