Following recommendation of Cresap, McCormick, and Paget, a management consulting firm, Vice President for Health Affairs S. Richardson Hill reorganized his office and created the Office of Deputy Vice President for Health Affairs, Administration in 1973. Dr. Hill promoted Dr. Thomas Alphin, assistant to the vice president for health affairs, to this new post. Dr. Alphin had been at UAB since 1971. In his new role, Alphin met with Dr. Hill three times weekly to discuss administrative affairs relating to the vice president's office. He coordinated UAB programs and policies relating to health insurance and health economics and served at Dr. Hill's behest on a number of state and community councils and committees, including the Community Service Council, Inc, a private, non-profit organization coordinating health, social welfare, and recreation activities in Jefferson County for the Department of Health, Education, and Welfare.
