Billy was born to enslaved parents Ben and Peg at Dogue Run Farm, part of the Mount Vernon Estate in Virginia. He was one of the enslaved people Martha Washington inherited from her first husband. Billy was listed as one of the enslaved that went to George Washington Parke Custis in Arlington, Virginia. It is possible he was the same Bill who ran away from George Washington Parke Custis in 1826.
