Established in 1913, the Iowa Highway Commission accepted applications from road associations registering roads and auto trails to foster and organize automobile travel in Iowa. To register roads, each association submitted a completed registration application form, a five-dollar fee, a road marker design, and a map indicating the route. In conjunction with the National Highways Association, the Iowa Highway Commission and other good roads movement groups, road associations administered auto trail prior to the establishment of the state and interstate highway systems. The 1916 Federal Aid Act and the 1926 Federal Highway Act affected the road association registration procedure.

Established in 1913, the Iowa Highway Commission began to use photography to record work projects and other highway improvements to support documentation, education and publicity efforts, including as illustrations for their in-house publication, Service Bulletin. In 1974, the state of Iowa created the Iowa Dept. of Transportation, merging the Iowa Highway Commission with other state modal agencies.
