He then studied law at the University of Iowa and Drake University before being admitted to the Iowa Bar. Prior to joining the military, he served as principal for various school districts in Iowa and practiced law in Cherokee, Iowa. Kreger married Louise Mae in 1891 and fathered one daughter. With the outbreak of the Spanish-American War in 1898, he joined the 52nd Iowa Volunteer Infantry and was stationed at Camp Thomas, Georgia. During the Filipino Insurrection (1899-1902), Kreger was appointed 1st Lieutenant of the 39th U.S. Infantry, “Bullard’s Indians,” and was awarded a Distinguished Service Cross “for extraordinary heroism.”
Following his service in the Philippines, Kreger attended Infantry School at Fort Leavenworth, Kansas, and then taught there for two years. In 1907, he went to Cuba to draft the Electoral Law of Cuba, and, in 1911, he became Judge Advocate and professor of law at the U.S. Military Academy. Serving under Enoch Crowder, the Judge Advocate General for the American Expeditionary Force, Kreger was awarded the Distinguished Service Medal in 1919. He served as a member of General John Pershing’s staff for the arbitration of the Tacna-Arica dispute between Chile and Peru in 1923. Kreger was appointed Judge Advocate General in 1928 and retired from the military just three years later.
