Ray Morgan (born June 11, 1922) grew up in Topeka, Kansas, where he developed a strong interest in the activities of the statehouse and its environs. Later, his interest in politics and journalism prompted him to attend the University of Kansas School of Journalism, and Washburn University where he received a degree in political science. In June, 1951, he joined the staff of the Kansas City Times filling in special assignments, and in 1963, he became the K.C. Star's Kansas correspondent.
