Born and raised in the South Bronx area of New York, Caballero is an educator, community organizer and social activist. She has dedicated much of her life to developing civil rights and educational reform organizations. She was president of the National Congress for Puerto Rican Rights (1983-1987) and served as coordinator of its Bilingual Education Task Force and the New York Coalition for Bilingual Education. From 1984-1997 she was director of the Puerto Rican/Latino Education Roundtable an advocacy group for educational reform. She was also active in the Black and Latino Coalition Against Police Brutality and the Committee Against Fort Apache: The Bronx.
