In 1942, a Commission on American Missions was established. This work was taken up from the Lutheran Home Mission Council, an inter-Lutheran group established in.

1931 to coordinate Lutheran mission efforts. Under the Division's direction, these committees ascertained areas in which the NLC participating church bodies could carry on mission work without competition and investigated situations of allegedly harmful duplication of the work of the congregations belonging to participating bodies.
