In 1942, a Commission on American Missions was established. This Commission and later Division (1945) coordinated the mission efforts of Lutheran churches through regional home mission committees which were established across the country and in Canada. This work was taken up from the Lutheran Home Mission Council, an inter-Lutheran group established in.

1931 to coordinate Lutheran mission efforts. Under the Division's direction, these committees ascertained areas in which the NLC participating church bodies could carry on mission work without competition and investigated situations of allegedly harmful duplication of the work of the congregations belonging to participating bodies.
