The National Lutheran Council (NLC) was formed on September 6, 1918 as a common agency of particpating Lutheran church bodies to administer domestic programs, publicize Lutheran activities and beliefs, and provide overseas emergency relief to areas devastated by World War I. In 1942, a Commission on American Missions was established to meet the needs of Lutherans in temporary communities formed by World War II production. After the War and the creation of the Division of American Missions, the program continued on a reduced scale through the 1960s.

By 1945, the Commission received Division status and expanded its program to include a ministry to rural communities, Jewish people, African Americans, and displaced persons; and an Office of Urban Church Planning.

The National Lutheran Council (NLC) was formed on September 6, 1918 as a common agency of participating Lutheran church bodies to administer domestic programs, publicize Lutheran activities and beliefs, and provide overseas emergency relief to areas devastated by World War I. In 1942, a Commission on American Missions was established. This Commission and later Division (1945) coordinated the mission efforts of Lutheran churches through regional home mission committees which were established across the country and in Canada. This work was taken up from the Lutheran Home Mission Council, an inter-Lutheran group established in.

1931 to coordinate Lutheran mission efforts. Under the Division's direction, these committees ascertained areas in which the NLC participating church bodies could carry on mission work without competition and investigated situations of allegedly harmful duplication of the work of the congregations belonging to participating bodies.

Prior to 1942, the Lutheran Home Mission Conference (LHMC) was the official meeting of the Lutheran Home Mission Council of North America, organized in 1931. When in 1942, the Council was absorbed into the NLC's Commission on American Missions, the Commission took responsibility for arranging the annual conference which was attended by NLC staff and home mission board.
