Gardner (1871-1961) directed the Providence, RI, District Nursing Association (1905-1931), helped form the National Organization for Public Health Nursing and was its president (1913-1915), traveled in Europe for the American Red Cross during WWI, and helped organize public health nursing internationally after the war.
