James W. Hulse joined the history department at the University of Nevada in 1962. His research specialization was the history of Nevada and the American West, Russian and modern European social and intellectual history, and was author of a University of Nevada history. He was a member of many university committees, including the Nevada Newspaper Committee, 1962-64; the Faculty Development Task Force, 1977; and the Beliefs and Values Committee, 1980. Hulse also was an activist in various causes, including the Citizens Committee for a Nuclear Test Ban, 1963; and was also present at Governor's Day, 1970, during a student protest against the Vietnam war.

In 1970, James W. Hulse, professor of history, agreed to write the history of the University of Nevada, in anticipation that the publication might appear in the university's centennial year. As The University of Nevada: a centennial history, it was published in 1974 by the University of Nevada Press.

In 1982, the University went through a series of crises. Due to the state's poor economy the University was asked to cut expenditures, and a controversial Comprehensive Program Review (CPR) was implemented. In October 1982, Chancellor Robert Bersi submitted to the faculty a proposed revised University of Nevada System Code which included mandatory psychiatric examinations on demand, granted the Regents the power to make sudden and arbitrary changes in the code, shifted power in personnel matters to the Chancellor and campus presidents, and reduced appeal rights in various personnel matters. Concerned with the tone of the code, the diminution of the faculty's role in the governance of the university, and academic freedom, James Hulse, history professor, contacted the American Association of University Professors (AAUP) to reactivate the Nevada chapter. The chapter was reinstated in January 1983, and Hulse was elected president, serving through May 1983. During this time, he worked to amend the code which had been adopted by the Regents in February 1983, although several sections were not to go into effect until July.
