James Mercer was a planter and politician of Fredericksburg, Va. He served in the House of Burgesses, General Assembly, the Virginia constitutional convention of 1776, the committee of safety, and in the Continental Congress. He also served as a judge of the general court and of the court of appeals.

James Mercer was a graduate of the College of William and Mary (1755), captain during the French and Indian War, and member of the House of Burgesses. He was a member of Virginia's Constitutional Convention (1776), Committee of Safety and delegate to the Continental Congress, 1779-1780. After the war, Mercer served as a judge of the Court of Appeals from 1789 until his death in 1793.
