Biographical notes:

Richard Howly (ca. 1740-1784) was a planter and a lawyer. He was elected as governor of Georgia on January 4, 1780, but left the position on February 18, 1780 to become a member of the Continental Congress, a position he held until 1781. Howly served as justice of the Georgia state supreme court, 1782-1783. His name is also commonly spelled "Howley."
