Lawyer, U.S. Representative from Illinois; relocated to Colorado in 1870. Elected to the Territorial Council, later a delegate to the Colorado Constitutional Convention. Elected to Colorado's General Assembly in 1879, later appointed the state's first immigration commissioner.
