Born in Louisville, Kentucky came to Illinois settled in Kaskaskia and became territorial delegate to Congress and instrumental in Illinois becoming a state with its boundaries as they are. Served as U.S. district judge, 1819-1850.

Pope, who settled in Kaskaskia, Illinois, served as territorial secretary and territorial delegate before becoming U. S. district judge (1819-1850). He published a digest of the territorial laws in 1815, and was the father of Civil War general John Pope.
