In 1994, the Minnesota Legislature passed the MinnesotaCare Act [Laws 1994 c625]. Part of that act required that, beginning on July 1, 1994, as a condition of doing business in Minnesota and to increase public awareness and accountability of health plan companies, all such companies must file an annual action plan [Art 2 sec 16 (Minn. Stat. 62Q.07)]. The action plan describes the practices and procedures of the company and how those procedures impact the health of the whole community. Beginning on July 1, 1995, each company also was required to file a collaboration plan along with its action plan [Art 7 sec 1 (Minn. Stat. 62Q.075)]. The collaboration plan describes the actions the company intends to take to achieve public health goals for its service areas. The plans are developed in collaboration with the local public health units, appropriate regional coordinating boards, and other community organizations providing health services in the same service area as the health plan company. Many small companies are represented in the files along with the larger well-known managed care organizations.
