The majority of the files were generated by Delbert E. Anderson. They contain applications, financial records, and correspondence. The correspondence is that of the scholarship recipients, the staffs of the institutions where the recipients were placed, DWME staff responsible for East Asia, and church officials of the countries of origin. Each file title indicates the name of the person, the country of origin, and the project country. Some of the students were sponsored jointly by the LCA and The American Lutheran Church (TALC, see TALC 16/2/3). These students were screened by the Lutheran World Federation and funds requested from the church bodies.

Title: Evangelical Lutheran Church of Hong Kong Files 1954-1977; 1959-1972.

The bulk of the records are from the time period of the BWM of the LCA, with a set of minutes and a few subject files from its predecessors and a small amount of material from its successor, the Division for World Mission and Ecumenism of the LCA. David L. Vikner, Secretary for East Asia, is a main contributor to this set of files. The records are divided into four sub-series: minutes, consultations, correspondence, and subject files. The minutes include both Annual Conferences and Church Council minutes. Most of the consultation files relate to the China Advisory Committee (later called the China Area Coordinating Committee). Minutes and consultation files are arranged chronologically. There are also minutes for joint meetings of the Church Council and the Board of Directors filed with correspondence. Correspondence files are titled with the names of chief correspondent or administrative body but are not limited to those names. Subject files contain special projects, and several are related to educational institutions. Both correspondence and subject files are arranged alphabetically. Other LCA files may contain ELCHK information (See any sub-grouping under LCA 16/3/1). This record series, however, was labeled by its creators as specifically ELCHK.

The records contain a constitution, financial reports and budgets, and correspondence. The correspondence is between the Secretaries for East Asia, David L. Vikner (1962-1971) and Delbert Anderson (1972-1987), and the chairmen and treasurers of the association. A single file titled "Junk Bay Medical Relief Council" documents contributions to this non-denominational council which were channeled through the MAH treasury. The association had a representative on the board of the council.

The records have been divided into three sets indicative of the name changes of the association. Each set includes constitutions, a handbook, correspondence, and financial records. Correspondence is primarily between presidents of the association and the Secretaries for East Asia, Paul P. Anspach and David L. Vikner.

This series comprises correspondence of DWME Executive Director, the Rev. Dr. David L. Vikner. This handwritten and typewritten business correspondence is from 1972-1982 and was generated through the course of his fulfillment of duties as the executive director. There are two sub-series: DWME staff correspondence and general correspondence. While Rev. Vikner is the principal author of the majority of the correspondence, there is also correspondence he received directly, as well as correspondence of which he was sent a carbon copy. Subject matter of DWME staff correspondence is related primarily to specific mission areas and matters of concern regarding those mission areas: programming, personnel, forthcoming seminars and consultations, and financial matters. Other correspondence pertains to the division in general: budgeting issues, research and planning, communications with other mission executives, missionary personnel matters, staff workshops, and DWME involvement in the World Hunger program. There is also correspondence with organizations outside the LCA, including the Lutheran World Federation, the Lutheran Church - Missouri Synod, The American Lutheran Church (TALC) and the Association for Evangelical Lutheran Churches (AELC). Within some of the correspondence there are letters to and from Vikner's successor, the Rev. Gerald Currens. These letters are primarily related to world hunger and were kept in this series for continuity purposes. Correspondence of the Lutheran Augustana Mission (LAM) from 1949-1962 comprises the records in this series. There is handwritten and typewritten correspondence to and from the LAM that pertains to a variety of subjects related to the church's mission and the mission field of China and Hong Kong in general. There is a small amount of correspondence in Chinese. The majority of the letters are written on behalf of the LAM and are authored by the chairmen of the mission. Subjects discussed include general mission field matters, such as missionaries' travel expenses, furlough location and time, Hong Kong income tax for missionaries, budgetary concerns, funding of capital projects, and sponsoring of scholarships. In addition to topics involving general business matters, there are also several pieces of correspondence in folder 1 pertaining to the question of whether or not to evacuate the seminary to British North Borneo. Early correspondence also includes observations regarding the political situation in China, the Communists' relationship with Christian churches, and the broader topic of religious freedom in China. Dr. Herbert Zimmerman and the Rev. Donald O. Nelson, chairmen of the LAM, are the primary authors of the correspondence. Other authors include Dr. Melvin Hammarberg, Mr. A.B. Strom, Minnie Tack, and the Rev. David Vikner. Records are arranged chronologically.

With one exception (Loke Hoy San, Lutheran Church in Malaysia and Singapore secretary), these named correspondents are presidents of the Lutheran Church in Malaysia and Singapore. Correspondence was primarily between these presidents and David Vikner, Secretary for East Asia for the Lutheran Church in America from 1962-1971. In addition to financial reports, there are reports on the Jurong congregation and consultations with the ELCMS. Subject files include consultations and conferences, newsletters, and project files.

This series contains general correspondence regarding the United Lutheran Church in America's (ULCA) involvement in the theological education of international students. It is from 1948-1967 with the bulk of the material generated from 1953-1962. These records represent a portion of the ULCA's Board of Foreign Missions (BFM) correspondence about financial matters related to scholarships, work of various ecumenical committees related to theological education, international service, and higher education, in general, for international students. Primary authors of this correspondence are Earl S. Erb, Executive Secretary, BFM, and David L. Vikner, Secretary for East Asia, BFM. There is also a small amount of correspondence related to general issues regarding scholarship students. The bulk of information regarding individual students is found in the series ULCA 19/9/2 Scholarship Student Files, 1951-1964. There is one file pertaining to Mr. Lincoln Chao, a student educated at the Lutheran Bible Institute and Augustana Theological Seminary with the intention of returning to China to teach. The file contains a great deal of correspondence pertaining to the Augustana Evangelical Lutheran Church. It initially sponsored his studies in the United States. It was decided that since the correspondence pertained to one person and a situation in which he was involved, it was best to keep all records related to him together instead of separating a portion of it to place in the Augustana Evangelical Lutheran Church collection.

The correspondence is arranged initially by church body and then alphabetically by primary correspondent within the file. The names listed as file folder titles are representative rather than all-inclusive. Augustana correspondents include presidents of the Augustana Synod Mission (ASM) of China, John L. Benson (1934-1940, 1945-1946, 1948-1953) and Herbert A. Zimmerman (1954-1956) as well as Donald O. Nelson, chairman of the Lutheran Augustana Mission (LAM) of Hong Kong (1958-1961). For additional information on the ASM and LAM see AUG 24/3/1. Augustana correspondents also include Executive Directors of the Augustana Board of Foreign Missions, S. Hjalmar Swanson (1939-1955), Melvin A. Hammarberg (1955-1960), and Rudolph C. Burke (1961-1962). ULCA correspondents include Earl S. Erb (Executive Secretary, Board of Foreign Missions, 1952-1962), Paul P. Anspach (Secretary for Malaya and Hong Kong, 1953-1958), Warren C. Johnson, Secretary for Hong Kong, 1958), David L. Vikner, (Secretary for Japan, 1958-1961), and Charles H. Reinbrecht. Reinbrecht brought annual reports from the ULCA to the Hong Kong Lutheran Missions Conference, but neither the minutes nor the correspondence indicate what his official role was with the ULCA work in Hong Kong, other than that of missionary. The LCA file contains correspondence of Donald O. Nelson, whose service was carried over to the LCA from Augustana. This series contains records from the LCA, but primarily from its predecessor churches, Augustana and ULCA. It was the decision of the processor to place these records into one series. As such, it should be noted that additional material related to the China missions of Augustana and the ULCA are located in their foreign missions boards' records groups. Citations for the appropriate series are found in the "Related Collections" portion of this finding aid.
