Agents appointed to conduct interviews of paupers eventually comprised a Dept. of Settlement and Bastardy. Agents examined inmates at almshouses and other state institutions to determine if they had official settlements or family members responsible for their support, or if they could be transported back to their place of origin. Series consists of volumes recording these examinations. In Massachusetts, the State Board of Lunacy and Charity and its predecessors, the Board of Charities (to 1879) and the State Board of Health, Lunacy, and Charity (1879-1886), received weekly reports from institutions under their jurisdiction. Among these was the State Primary School, opened at the State Almshouse at Monson in 1866 and continuing after the almshouse's closing in 1872 until 1895, provided lodging, instruction, and employment for dependent and neglected children under age sixteen without settlement in the Commonwealth and some juvenile offenders. Reports list weekly admissions and discharges from the institution. Format for v. 1-3 (to 1872, closing of the almshouse) for admissions is same as: Massachusetts. State Almshouse (Monson, Mass.). Admission registers ((M-Ar)929X). Printed categories for entries are school no., name, age, birthplace, from, date admitted, condition, remarks. For discharges categories are school no., name, age, birthplace, date, and where sent. Weekly summary lists no. last report, admitted, born, discharged, died, deserted, remaining, and whole no. to date, divided by boys, girls, total, and boys, girls, total in school (i.e., receiving instruction) Format for remaining vols. divides admissions into full admission as pupils (school no., name, age, birthplace, admission date, from, former or support or temporary custody no., remarks) and admission of persons for support or temporary custody (no., name, age, birthplace, admission date, from, sent by, condition). Discharges are similarly divided (no., name, age, date, how discharged--to State Primary School (i.e., as full pupil), on trial (with a family), from 1880 on board (with a family), or permanent discharge by state board--but latter not listed if already out of school with a family), wither sent, to whose care). Those discharged from support or temporary custody will typically be listed the same week under admission as pupils. Weekly summary lists no. last report, admitted, discharged, died, deserted, remaining: divided through 1882 among pupils (boys, girls, total), juveniles in custody (i.e., offenders: boys, girls, total) and state paupers (men, women, boys, girls, total), with grand total. Through 1882 juvenile offenders were classed as support or temporary custody; after 1882 they were given immediate full admission, with totals (now in red) for informational not incremental purposes; some dependent and neglected children were also given immediate full admission, including those per St 1882, c 181, ss 2-3, and all after 1890. Nine letterpress books containing retained copies of business and personal letters from Gardiner Tufts from 1867-91. Tufts served as a state agent for Mass. in Washington, D.C. and at home from 1867-79, working on behalf of soldiers to acquire pensions and other claims. Letters from Washington, particularly to editors of newspapers to which he contributed, describe Congressional action and other political news during Reconstruction. Letters from 1869-79 describe his work as a visiting agent for the Mass. Board of State Charities, in particular regarding the placement of juvenile offenders and wards of the state. (Cont'd) Letters from 1880-84 pertain to the administration as superintendent of the Mass. State Primary School in Monson and, from 1885-91, as the first superintendent of the Mass. Reformatory in Concord. Among the topics discussed are staffing, including recommendations, attendance at conferences, state legislation and organization in the area of social welfare, and prison reform. Among the other items are his newspaper articles and correspondence regarding the Lynn (Mass.) Choral Union and the history of choirs in Lynn, his home town. Among his recipients are Elizabeth C. Putnam, Genevieve Mills, George J. Newhall, and James L. Hill. The collection also includes his commission as an additional paymaster (1864) and a resolution of the reformatory upon his death (1892).

As a residential treatment center and educational facility for mentally retarded persons in Massachusetts, the Massachusetts School for Idiotic and Feeble-Minded Youth (later the Massachusetts School for the Feeble-Minded) was responsible for submitting quarterly census reports addressed to the Board of State Charities and its successors, the State Board of Health, Lunacy, and Charity, and the State Board of Lunacy and Charity, with copies to the Board of Education, detailing the status of the student population.

Series consists of a volume with printed headings, presumably created upon the appointment of the state visiting agent in 1869, to compile a record of all children indentured by the state, and thus the responsibility of the agency. Entries record indentures dating from 1854, and were apparently entered in batches from records of their originating institutions (state almshouses, state primary school), with new entries then added until 1884. Register lists children sent out for indenture, with information including name, case no., age, authority (Primary School, Reform School), to whom indentured, residence, date of indenture, expiration date of indenture, and terms (schooling, money to be given), remarks (fulfilled, ran away, dead, returned, etc).

The Board of State Charities and its successors from 1863 onward oversaw the Massachusetts state immigration and pauper relief functions, as well as the state's charitable and correctional institutions. Upon his appointment to the board as secretary in 1863, F.B. Sanborn set out to learn about and report on the charitable institutions in existence, including their objectives, history, annual cost, and results. This series, presumably created by Sanborn, contains such compiled data, similar to that reported in later annual reports ((M-Ar)1318S) per St 1867, c 209. Vol. 1, arranged by county, gives summary tabular information, 1858-1863, on poor relief and almshouses for each town, including annual statistics on numbers served, costs and expenditures per person, and assessment of town property values. Vol. 2 contains a narrative history of paupers and almshouses in Massachusetts, along with statistics and tables, including almshouse costs. Back of volume contains brief minutes of an 1865 meeting of the Commissioners on the Hours of Labor, of which Sanborn was also secretary (see its Administrative files ((M-Ar)1692X))

The State Almshouse at Monson provided residence for paupers without settlement in Massachusetts from 1854 to 1872. The State Primary School, opened there in 1866 and continuing after the almshouse's closing in 1872 until 1895, provided lodging, instruction, and employment for dependent and neglected children under age sixteen without settlement in Massachusetts and some juvenile offenders. Legislation had authorized transfer of inmates from one almshouse to another by the Board of Alien Commissioners (St 1853, c 352, s 3; St 1859, c 255) and the Board of State Charities (St 1863, c 240, s 4); and by the board and its successor from 1879, the State Board of Health, Lunacy, and Charity--through its Dept. of Indoor Poor--from the almshouses to the State Primary School (St 1866, c 209, ss 4-5; St 1872, c 45; St 1879, c 291). Series documents these tranfers, from the State Almshouse at Tewksbury and to a lesser degree that at Bridgewater to the State Almshouse at Monson (to 1872) and to the State Primary School (from 1866)
