John C. Schwarzwalder was a pioneer in the field of educational television, establishing the nation's first educational television station, KUHT-TV, at the University of Houston in 1953. Leaving Houston, Texas, in 1956, Schwarzwalder moved north to the Minneapolis/St. Paul area where he became executive vice-president and general manager of the Twin City Area Educational Television Corporation. There he helped establish three noncommercial educational television stations: KTCA-TV, KTCI-TV, and KWOM-TV. Twenty years later, in 1976, Schwarzwalder moved south again when he accepted the position of station manager of KOKH-TV in Oklahoma. In 1978 he was both executive consultant to the Twin City Area PTV Corporation and Manager of the Denton, Texas, Channel Two Foundation, Inc. From 1977 to 1985 he was president of DBLS, Inc., a nonprofit corporation formed to establish, operate, and maintain nonprofit educational television and radio stations in Austin, Texas. Over the years, Schwarzwalder performed consultancy work for various states, cities, schools, and commissions in the field of educational television. The collection reflects Schwarzwalder's continued and vocal commitment to the maintenance of the identity of educational television as a separate entity from public broadcasting.

Title: Communications Department videotapes, 1987, 1991-1998.

Managed by the staff of the Governor's Communications Department, these videotapes document the policies, activities, and decisions of the Carlson administration. They cover a variety of programming: speeches, public affairs and news programs, teleconferences, public service announcements, and public meetings. During the call-in portions included in many of the teleconference and meeting videotapes, there occurs a spontaneous community interaction that may not be documented in any other medium. Many of the videotapes contain news programs originating on Twin Cities television stations, particularly KTCA, KARE, WCCO, KSTP, and KMSP. Several editions of KTCA's weekly Almanac program are included, as well as, programs originating on Rochester and Duluth television stations and on the C-SPAN network. General topics dealt with in the videotapes include the economy, environment, education, crime prevention and safety, budget, taxes, ethics, healthcare, state and national politics, welfare reform, and technology, while topics of particular interest to Carlson's office include his Minnesota Milestones (budget) and Minnesota 2000 (outcome based education) programs, his 1993 budget bus tours, school vouchers and education tax credits, publicly funded boarding schools, disaster recovery efforts following flood (1993, 1997) and tornado (1998) damage, the Minnesota Twins baseball team's threatened move, Y2K compliance, and the 1998 U.S.S. Des Moines controversy. The videotapes also cover Carlson appearances in Mexico (ca. 1991) and Japan (1992), National Governors' Association meetings, his State of the State addresses (1991-1996, 1998), and appearances by lieutenant governors Joanell Dyrstad (1991) and Joanne Benson (1997).

Leary, lobbyist Wyman Spano, and analyst Kris Sanda interviewing Perpich campaign chairman Tom Berg, KTCA general manager Dick Moore, Hubert H. Humphrey Institute of Public Affairs' Royce Hanson, and Senator Rudy Boschwitz. The second videotape contains the January 4 and December 28, 1978 and April 14, 1980 Minnesota Issues, hosted by Arthur Nafatalin and sponsored by the Humphrey Institute and the University of Minnesota's Center for Urban and Regional Affairs. Featured are Senate Majority Leader Nicholas D. Coleman, Minority Leader Robert O. Ashbach, and House Speaker Rod Searle. Audio-visual materials documenting the hospital's patients and staff. Consisting of videocassettes, photographs, and slides, the materials detail the institution's history; staff activities and recognition; buildings and facilities; volunteer activities and visitors, particularly groups from the Stillwater High School and Carleton College; and the lives and activities of the patients. The latter include both portraits, beginning with admission photographs from the late 1890s and early 1900s and going into candids and snapshots taken in the 1990s, and coverage of patients involved in such activities as therapy; the Work Activity Center and CI Wood Works, a rehabilitation day program; religious services; day camp; parties and holiday celebrations; plays and presentations; outdoor activities; Special Olympics; sports; field trips; transition from hospital to group home living; and Friend and Family Day. Two substantial sets cover the activities of the Faribault State Hospital Boy Scout Troop #330 and patient outings to the Boundary Waters Canoe Area and Wilder Forest.
