The Constitution of 1819 gave the governor of Ala. the power to grant reprieves and pardons in all criminal and penal cases, except those of treason and impeachment, and to remit fines and forfeitures. This series consists of letters, affadavits and petitions relating to pardons from crimes, parole from sentences and remission of fines imposed. The offenses include gambling, assault, larceny, manslaughter, murder and hog stealing. Individuals seeking clemency include John M. Collins, James Howard, William P. McGrew, James L. Roberts, John Simmons, Jonathan Stresser and James Thompson. Of particular interest is the case of William Savage who was convicted of manslaughter for the death of Joseph Morris. Petitions to the Governor on Savage's behalf noted that Savage was the father and sole supporter of eleven children under the age of fifteen. Also included is correspondence seeking clemency for James Howard who had been convicted of manslaughter in the whipping death of a female slave.

Mostly letters to and from Donald McCleod, adjutant general commanding the western division of the patriot service of the Republic of Upper Canada, regarding his plans to invade Canada, and the failure of the venture due mainly to the treachery of Gen. J. S. Vreeland. Includes letters to committees in Buffalo, Erie, and Sandusky requesting funds, arms, and ammunition. Several letters were written by others, including R. W. Ashley, McLeod's aid and acting adjutant general when McLeod was fleeing from U. S. marshalls. Includes a note to Mrs. Van Rensselaer expressing sympathy at the death of her son Henry, in the battle at Point au Pelle Island.

Papers of Captain John Percival of the U.S. Navy relate primarily to his command of the schooner Dolphin in the Sandwich Islands (Hawaii) as protection for American merchants and citizens from pirating and other threats, and specifically to two incidents during 1826-27. One was a riot initiated by sailors from Percival's ship at the home of American missionary Hiram Bingham in response to missionary-supported anti-prostitution legislation, in which charges were brought against Percival for inciting the riot. The other incident involved a controversy over the fee for the charter of the brig Convoy used by Percival in the rescue of the wreckage of Alfred Edwards's ship, the London, and a deposit fee for the goods left on Percival's ship. (Cont.) Correspondents include Jeremiah Evarts, Corresponding Secretary for the American Board of Commissioners for Foreign Missions; John Coffin Jones, first Consul to Hawaii; and Samuel Southard, Secretary of the Navy. Also included are papers concerning Percival's trusteeship for sailors Joshua Howell, Thomas Murdock, James Thompson, and Charles White, who won damages from the Boston and Providence Railroad Corporation for injuries.
