Papers of Paul Samuel Reinsch, professor of political science at the University of Wisconsin, 1901-1913, and minister to China, 1913-1919. Some correspondence relates to his teaching career, but most of the papers concern his service in China as a United States diplomat and as legal and financial counselor to the Chinese government after his resignation as minister. Letters in 1920 discuss his unsuccessful campaign as the Democratic nominee for United States Senator from Wisconsin against the Republican candidate Irvine Lenroot. In content Reinsch's letters were frequently a combination of personal, professional, and diplomatic matters. Among his many correspondents were Jane Addams, Charles A. Beard, Edward A. Birge, William Jennings Bryan, Nicholas Murray Butler, Joseph E. Davies, Pierre S. Du Pont, Richard T. Ely, Elbert Gary, William C. Gorgas, Christian A. Herter, Oliver Wendell Holmes, Edward M. House, Paul O. Husting, Robert G. Ingersoll, David Starr Jordan, V. K. Wellington Koo, Robert M. La Follette, Robert Lansing, Irvine Lenroot, Jack London, Charles McCarthy, Francis McGovern, Emanuel Philipp, Theodore Roosevelt, Elihu Root, Edward A. Ross, John C. Spooner, Isaac Stephenson, Willard Straight, Sun Yat-sen, Ida M. Tarbell, Lowell Thomas, Charles R. Van Hise, William F. Vilas, Henry C. Wallace, Booker T. Washington, and Woodrow Wilson. Supplementing the correspondence are Reinsch's writings, including the manuscript for his book An American Diplomat in China (1922), copies of articles and addresses, 1902-1922, and drafts of classroom lectures written during his years as a professor. The collection also contains one diary written in 1906 by Mrs. Reinsch, and eight scrapbooks covering Reinsch's career to 1922. While Reinsch was minister to China, he acquired at Peking some records, 1835-1913, of the American Consulate (later Legation) in China for the years preceding his service. In addition Reinsch established his own files of Chinese materials spanning the period from 1878 to 1923. These include translations from Chinese newspapers, translations of the minutes of meetings of the National Council of the Republic of China, information on Chinese culture and on fiscal and legal policies, and newspaper clippings from English-language newspapers published in China. In 1963 the collection was studied intensively by one of Professor Reinsch's former students, Horatio B. Hawkins, and by his wife, Hildred Daisy Moser Hawkins, a sister of Mrs. Reinsch. During the period 1913-1919, Hawkins was also in China as an employee of the Imperial Maritime Customs, and for many years the two families had close associations. Mr. Hawkins wrote commentaries for many letters and documents in the collection, Mrs. Hawkins contributed excerpts from her diary in 1913 commenting on Dr. Reinsch's appointment as minister, and both participated in the making of sixteen reels of tape recordings containing their reminiscences of Reinsch.

Papers, mainly 1905-1948, of Edward A. Birge, professor of zoology, president of the University of Wisconsin, and a pioneer in the field of limnology. Birge joined the University faculty in 1875 and served as director of the Wisconsin Geological and Natural History Survey and as dean of the College of Letters and Sciences, 1890-1918; as acting president of the university, 1900-1903; and as president, 1918-1925. The major portion of the collection consists of personal correspondence and reports written after 1905 and primarily relating to his lake studies and to his tenure as a national officer of Phi Beta Kappa honorary society. Letters dating from his years as president and acting president of the university are limited, but there are scattered items throughout concerning University administration and campus life. Some letters from President Charles Kendall Adams date from his medical leave of absence, 1901-1902. Over half the correspondence dates from Birge's retirement and concerns the establishment, with Chancey Juday, of the limnology research facility at Trout Lake. Other letters concern the Madison Free Library, the Madison Literary Club, and other civic affairs. During 1921 and 1922 Birge engaged in an extended journalistic debate with William Jennings Bryan about evolution and religion. Many letters from the public that Birge received in response to this controversy are included. Birge also exchanged letters with political figures, college administrators and scientists throughout the nation. Among them were Robert M. La Follette Sr., John C. Spooner, and Charles R. Van Hise. Also included in the collection are autobiographical reminiscences and biographical correspondence and notes about Birge compiled by historian George C. Sellery, 1950-1954; genealogical information; and draft and printed copies of speeches and speech outlines on cards. Detailed expenditure records document the financial support for research at Trout Lake by the U.S. Bureau of Fisheries and the University's special funds, 1918-1941. The photographs are from an album mainly relating to limnology research at Trout Lake and elsewhere in Wisconsin, circa 1929-circa 1939. Included are images made by Birge and university photographer Melvin Diemer of field work, laboratory buildings, research equipment, camps, and colleagues such as Chancey Juday.

Edward A Ross papers

Title: Papers, 1859-1969.

Papers of Edward Alsworth Ross, a supporter of liberal causes and an influential sociologist at the University of Wisconsin. Correspondence with fellow sociologists, representatives of sociological organizations, University of Wisconsin colleagues, and publishers document the major events and interests of his long career. From 1893 to 1900 the letters particularly indicate his views on bimetallism and capitalism, and many discuss the rift with Mrs. Leland Stanford which led to his departure from the faculty of Stanford University and subsequent academic freedom issues. Throughout the correspondence many letters reflect his interest in problems of population pressure, eugenics, and immigration restriction. After he became editor of D. Appleton-Century Company's social science series in 1919, he became active in promoting the teaching of social science in the schools and in urging the acceptance of sociology as a credit course in high schools. During the 1930's his correspondence shows his interest in the New Deal, and his advocacy of federal health insurance and of the income tax in opposition to the sales tax. Ross made several trips to study social conditions abroad: to Europe in 1898-99, to China in 1910, to South America in 1913-14, to Russia under the auspices of the American Institute of Social Service in 1917-18, to Portuguese Africa in 1924, and to Europe and Australia in the 1930's. Many allusions to these trips and to the resultant writings and reports occur in the correspondence. After Ross retired from active teaching in 1937, he lectured frequently on behalf of temperance education, worked for the American Committee for the Defense of Leon Trotsky, and aided the American Civil Liberties Union during the early years of World War II in support of conscientious objectors and of other efforts to offset wartime hysteria. Many letters concern the two dozen books Ross wrote between 1900 and 1940 and the dozens of articles and lectures he composed. Several volumes of field notes and class lectures, copies of articles and speeches, and drafts and revisions of Ross's best-known book, Principles of Sociology, are also preserved in the collection. Travel diaries include four small volumes containing observations made by Ross when he was in Russia in 1917-1918; in one of these he recorded an interview with Leon Trotsky (December 9, 1917). Scrapbooks of clipped newspaper and periodical materials, 1892-1909, and a box of unmounted newspaper articles, primarily of later dates, reveal the extent to which Ross became a national and sometimes a controversial figure in the development of sociological thought. Photographs are of Ross and of family members, including his parents, wife, and son, ca. 1860 to 1930. Also included are images of Ross in a group portrait of faculty members at Indiana University and in a Cornell University souvenir yearbook, 1893. Additional photographs document immigrants from Europe, 1913, South American Indian life, 1913-1914, and underprivileged living conditions in Milwaukee, 1909. Papers of Herman L. Ekern, a Wisconsin attorney, progressive Republican, and state official, relating to progressive politics and campaigns, insurance practices and legislation, the St. Lawrence Seaway, Great Lakes water diversion, the University of Wisconsin, and programs such as social security and unemployment compensation. Primarily correspondence, the collection also includes speeches and writings of Ekern on insurance or related topics; records of the Lutheran Brotherhood, a large fraternal life insurance company which he helped found; materials collected during his studies of war-risk insurance and of social security; legal files; papers from his own political campaigns and from the La Follette-Wheeler 1924 campaign; and copies of minutes and reports of the Wisconsin Unemployment Commission, 1931-1932. The correspondence reflects Ekern's personal, political, and business interests. Early correspondence concerns family affairs and the beginning of his law practice at Whitehall, Wis. (1894-1911). With his election to the Assembly in 1902, politics and legislation become prominent topics. Ekern authored railroad retirement and teachers' retirement acts and was actively interested in other legislation involving taxation, redistricting, the county court system, and establishment of the state life insurance code. Ekern served as state insurance commissioner, 1910-1915, and letters from this period concern insurance as well as his interest in other progressive legislation and in the national progressive campaign in 1912. His 1924 files as finance chairman of the La Follette-Wheeler presidential ticket are present as are the files of Will R. McCord, a professional fund-raiser employed to direct solicitation of funds in other states. In 1926 there are letters concerning Ekern's unsuccessful bid for the Wisconsin governorship. Ekern later was in private law practice in Chicago and Madison, was an unsuccessful Progressive candidate for United States senate in 1938, and served on the University of Wisconsin Board of Regents, 1939-1943. Much of his correspondence relates to the regents, alumni activities, and University fund-raising projects.
