These "Reports to the Stockholders" present a condensed statement intended to preview the financial condition of all state funds. Included are statements of revenue by source, expenditure by function, and financial data relating to the General Fund, Special Education Trust Fund, and the Trust Fund. The reports were addressed from Bettye Frink, State Auditor, to the Governor, but they were also published for the benefit of citizens of the state.

Title: Oaths of office and bonds, 1817-1988.

The oaths of office are written out and subscribed to by the official taking it and certified by the official administering the oath. Section 279 of the Constitution of Ala. prescribes the oath to be taken by members of the legislature and all executive and judicial officers. Included are oaths of office taken by such officials as the Governor, Supreme Court justices, justices of the Court of Civil or Criminal Appeals, Auditor, Treasurer, and Attorney General. The Bonds are surety bonds which have been filed by elected and appointed state, county and local officials on the condition that they shall faithfully perform all duties of the office upon forefeiture of the bond for failure to do so. State law requires the filing of a bond prior to receiving a commission, within forty days of election or appointment. The bonds are in loose form and at a future date they need to be compared with the bond books. The bond includes such information as the name of the bonding agency, name of the official, office held, date, and amount of bond. Also included are correspondence files relating to oaths and bonds. At a future date, the oaths of office and the bonds need to be separated into separate series, and bonds will be compared to the entries in the bond books. See also ALAV86-A315 and ALAV86-A320.

Title: Staff auditors' administrative correspondence, 1982-1984.

This series consists primarily of inter- and intra-agency correspondence to and from the staff auditors in the State Auditor's Office. In addition to routine correpondence with state agencies regaring requisitions, the records include the discrepancy files of each auditor. These files contain form letters to State Comptroller Tom Braswell regarding discrepancies in state reimbursement claims. Monthly reports on reconciliations of the records of the State Comptroller and the State Treasurer are also included. The records also contain policy and procedure memoranda from State Auditor Jan Cook.

Papers, 1890-1904, including letters, a broadside, notes, and a receipt. There are two letters. In the first, 1880 July 4, from Oates, in Abbeville, Barbour Co., Ala., to Col.?, is discussed a bill introduced into the U.S. Congress by Hilary A. Herbert in which the U.S. Senate would decide in the occasion that two governments should be established in the same state in opposition to each other. Oates revealed his position on that issue, and his friendship with Herbert. In the second, 1896 Jan. 8, from Oates to Governor Joseph F. Johnston, is discussed the $300,000 loan at six percent interest Oates contracted for the state of Ala., $100,000 on his note as governor, and $200,000 on Ala. Auditor's warrants. The loan was made through General R.N. Nelson with a New York bank, the Mercantile National Bank, via a note. There is a copy of the note at the bottom of the letter. The broadside, 1896, entitled "Open Letter by the Governor," presents Oates position on the $300,000 loan after the Populist paper, "The Plain Truth," accused him and several others of personally profiting from the loan. The notes, n.d., detail Ala. participation in the Civil War, including a listing of major generals and brigadier generals, some comparisons between the Union and Confederate armies and prison deaths, and an estimation of the monetary cost of the war.

Title: Decrees of settlement of claims, 1901-1961.

The files of the Board of Compromise document the adjustments, compromises and settlements of any claim of the State against any person, corporation, or public officer or his sureties as decreed by the governor, attorney general and the state auditor. For decisions regarding school lands, the board consisted of the governor, attorney general and the state superintendent of education. These records contain the petitions and final decrees for compromise and settlements between the State of Alabama and state and county officials for incorrect or misuse of public funds and between the State and Alabama citizens who fail to meet the payment of sales or income tax assessments or possible frauds. Claims are for debts or money demands owing or claimed by the state. An alphabetical index is in the first box. Minutes of meetings may be included. The Board may compromise a claim against an insolvent person for relief of indebtedness against the State; i.e., final assessment of income tax and may release all liens of record upon payment to the Treasurer's Office. Included with the decrees of settlement by the Board of Compromise are inserted 13 decrees pertaining to the Board of Compromise For School Lands. Created in 1919 the act regarding this latter board was repealed in 1939 by the Legislature.

The comptroller of public accounts served as the state's chief financial officer responsible for virtually all revenue and accounting functions. In 1868 the office of comptroller of public accounts was abolished, and its functions became the responsibility of the state auditor. This series consists of correspondence, financial reports from county jails, reports on the number and type of business licences issued by county judges of probate, receipts for various services rendered, county tax assessment reports, sales reports from county auctioneers, petitions, financial statements from insurance companies, land sale certificates, bonds, and various miscellaneous documents. Specific topics of interest include transactions regarding the Gulf, Mobile and Ohio Railroad Company, and the establishment and administration of the Alabama Institution for the Deaf and Dumb. Correspondence to and from Peter Bryce, director of the Insane Hospital in Tuscaloosa is also in this series. Also of special interest are the records regarding the State Boundary Commission's activities negotiating boundary disputes with the state of Florida. The series contains correspondence to and from State comptrollers and auditors Arthur Bingham, Malcolm A. Chisholm, George W. Crabb, Duncan Blue Graham, William J. Greene, Robert M. Reynolds, Joel Riggs, and Jefferson C. Van Dyke.

The state borrows money by issuing bonds. This particular issue was payable in pounds sterling in London, probably for the convenience of foreign investors. Other Alabama bond issues were payable in dollar amounts in New York City. Bonds include fourteen 6 percent bearer bonds, face value of 225 pounds, numbers 664-668, 677-684, and 686. Bonds measure about 16 by 22 inches, including all coupons, none of which were clipped. Numbers 664 and 665 are torn. The rest are all in fair condition.

The State Auditor was called the Comptroller of Public Accounts from 1819 to 1867, and Auditor from 1868-1875. The reports present a detailed account of the fiscal operations of the state, but the information contained in the reports varies over the years. The information is presented in both narrative and statistical form. Some of the reports, required by a legislative act in 1827 to be made to the General Assembly, relate individually to the Contingent Fund. According to a handwritten note with the material, the reports from fiscal year 1820 to about 1840 were not printed. These carbon copies on onion skin paper were typed from reports published in newspapers and/or from the original reports to the Governor. Included are itemized cash balances in the Treasury, arrears due from delinquent collectors, legal proceedings, receipts, warrants drawn, proposed legislation, recommendations, state bank statements, bank forfeitures, land statements, fund accounts, an itemized list by county of taxes assessed, et cetera. The printed reports, from fiscal year 1841 to 1867, show detailed statements of receipts and disbursements, the names of persons to whom warrants were drawn, the condition of funds, state indebtededness, balances to the credit of offices and funds, assessment of taxes by county and total state, statements of insurance companies, fees for administering amnesty oaths, et cetera. Taxable property may include personal and real estate (land, cotton). Tables may itemize by county the revenue collected by item, the number of slaves (as compared with census reports), the number of taxable polls and voters, taxable lands, the names of tax collectors, including defaulting ones, insurance companies doing business in the state, et cetera. The State Auditor published individual reports from 1868 to 1938. When the Dept. of Finance was established in 1939, the State Auditor's report, along with reports of the Comptroller and Treasurer, were consolidated into one annual report. Although published individually, reports of the Auditor and Treasurer are bound together from 1890 to 1923. Content listings were sampled for the reports between 1868 and 1938. The report for fiscal 1869 included the following exhibits; estimated receipts and disbursements for fiscal 1870; general and detailed statements of receipts and disbursements; public debt; railroads; insurance companies; the sixteenth section fund; assessments, collections, et cetera; and total taxable property. The narrative portion contains a discussion of the exhibits and of pertinent issues and recommendations. The fiscal 1899 report includes the following statements and exhibits: general and financial statements as to the condition of the Treasury; the Convict Fund; Agriculture Department funds; bonded indebtedness; assessed value of property, by counties, and the aggregate in the state; total assessed value of property, rate of taxation, and gross amount of taxes, from 1876; amounts collected on reports of Examiners of Public Accounts; lands sold for taxes and bid in at tax sales; lands before bid in for the state that have been checked off the Land Register; the State Tax Commissioner report; receipts and disbursements (detailed), Educational Fund (detailed); tax collectors' accounts of taxes-general and soldier; licenses (detailed); taxable property on assessment (detailed); assessment of railroad and telegraph property; guarantee companies; and mutual aid associations. The fiscal 1938 report contains statements and classifications of bonded indebtedness; a table of valuation and taxation, from 1876; receipts and disbursements, from 1877; the Southern Railway Mortgage Tax; gross receipts and disbursements by General and Trust Funds; valuation for taxes assessed, by county and item; settlement with tax collectors, giving debts and credits (lists names of county tax collectors); collections by probate judges, by county and license; collection of ad valorem taxes, land redemptions, sale of tax lands, and assignment of tax certificates, by counties; distribution of pension warrants, pensions recapitulation and pension fund operation; assessments of public utilities by the State Tax Commission, including railroads, street and suburban railways, gas companies, water works companies, express companies, telephone and telegraph companies; and toll roads, bridges, and ferries; and public utility assessments by county and name of utility.

This collection contains political campaign material, speeches, programs, photographs, certificates, political correspondence, scrapbooks, personal ephemera, and newspaper clippings. Of special interest are letters of congratulation from various businessmen and politicians of Alabama; a large number of speeches concerning Baggett's political career; and many articles on Baggett and the role of women. There is also a variety of personal ephemera such as poetry and jokes; and nearly 100 photographs of Agnes Baggett with other state officials.
