Charles Flandrau was born in New York, passed the bar in 1851 and joined his father's law firm. In 1853 he moved to Traverse des Sioux, Minnesota to practice law. He served on the Territorial Council of Minnesota, in the Minnesota Constitutional Convention, and on the territorial and state supreme courts. He was named U.S. agent for the Sioux in 1856. After serving in the Union Army from 1862 to 1864 he took up the practice of law for a year in Nevada before returning to Minnesota.

Records documenting the role of citizen militia and home guard units during the Dakota Conflict. In August 1862, settlers on the Minnesota frontier, frightened of a possible Indian conflict organized local, grass roots organizations for mutual protection in dozens of cities and towns around Minnesota. Active campaigns against the Indians resulted in the battles of Birch Coulee, Mankato, and New Ulm. An expedition, commanded by Colonel Henry H. Sibley and comprised of many of the citizen groups, was also undertaken to remove the threat from any remaining hostile Indians.

Correspondence, receipts, claims vouchers, and related records documenting claims to the state from both refugees and the private persons and organizations who provided relief to the refugees immediately following the war. Funds for the claims were taken from $25,000 approved by a Special Session of the State Legislature on September 25, 1862 for the relief of refugees driven from their homes during the U.S.-Dakota War. St. Paul banker Peter Berkey was named State Commissioner for the Distribution of the Refugee Fund, with assistance from H. A. Swift (later replaced by M. B. Stone), Jared Benson, and Daniel Basset. The legislated funds were also supplemented from collections taken in Ohio, New York, and other eastern areas.

Handwritten autobiographical information supplied by Charles E. Flandrau, a Minnesota pioneer and lawyer, who practiced in St. Paul (1853, 1870-1872), St. Peter (1853-1864), and Minneapolis (1867-1870), as well as in New York, Illinois, Missouri, and Nevada. Flandrau also served as Nicollet County District Attorney (ca. 1854), agent to the Dakota Indians (1856-1857), and Associate Justice of the Supreme Court of the territory and state of Minnesota (1857-1864). He ran for governor on the Democratic ticket (1867) and for Chief Justice (1869) and was defeated both times. During the Dakota War, Flandrau served as commander in chief of troops at New Ulm, Minnesota. Before moving to Minnesota, he sailed in the U. S. Revenue-Cutter Service. Includes Flandrau family genealogical data.

Flandrau, a lawyer and associate justice (1857-1864) of the Minnesota territorial and supreme courts, and his family, consisting largely of correspondence, invoices, receipts, deeds, and legal documents. Many date from 1856-1858, when Flandrau was Indian agent for the Mdewakanton and Wahpekute Dakota, and document his management of Sioux Agency affairs, annuity payments, and councils between the Dakota and government officials. Detailed abstracts of annuity payments list the name of the head of each family, the number in the family, and the amount of the annuity. A letter from Nathan Myrick to Captain Flandrau, requesting military units for aid against Indian attacks at Fort Ridgely (August 20, 1862). A set of contracts (1897) reflects his representation of Dakota bands in supporting an 1897 Congressional bill to restore rights forfeited in 1863.

Materials of John Wallace Riddle include family and diplomatic correspondence from his foreign service. Correspondents include members of the Roosevelt family and people requesting diplomatic favors including Clara Barton and Mrs. Leland Stanford. Diplomatic documents are signed by Presidents Warren G. Harding, Franklin Pierce, Abraham Lincoln, and Calvin Coolidge, and Secretaries of State John Hay, Elisha Root, and Charles E. Hughes. A small amount of correspondence of Theodate Riddle is with family and friends concerning art and architecture, travels, politics, and construction of Avon Old Farms School and Roosevelt Memorial House.
