Charles Flandrau was born in New York, passed the bar in 1851 and joined his father's law firm. In 1853 he moved to Traverse des Sioux, Minnesota to practice law. He served on the Territorial Council of Minnesota, in the Minnesota Constitutional Convention, and on the territorial and state supreme courts. He was named U.S. agent for the Sioux in 1856.
