The Willard State Hospital School of Nursing grew out of two-year hospital attendant classes begun in 1887 at Willard Asylum. In 1922, in attempting to standardize education and training of nurses, all nursing schools in the State (affiliated with both general hospitals and mental hospitals) were brought under the authority of the State Education Department.

This series consists of a variety of personnel records created at Willard Asylum for the Insane (later Willard State Hospital). Two later volumes (1925-1962) are divided into sections for personnel appointments, resignations, promotions and changes, and deaths. Information for each employee is listed in columnar form and includes name; position; date; salary; date notice sent; and remarks. A volume entitled "Letters Received and Answered From The State Wide Pension System" (1937-1945) includes copies of cover letters of hospital employees submitting applications for membership in the state retirement system; applications for change of beneficiaries; letters concerning contribution rates; letters concerning disability benefit payments; requests to make payment to receive credit for prior service; and other correspondence concerning rules for membership, contributions, and benefits. A small, undated, ruled book, apparently listing employee identification numbers, is contained in this series. It shows consecutive, noncontinuous, seven-digit, stamped numbers and handwritten names, sometimes with "adm" in parentheses following the name.

This series consists of meeting minutes of the Willard State Hospital Committee on Mental Hygiene and After Care. Members of the committee were mostly private citizens interested in the well being of patients after they were discharged from Willard State Hospital . Committee members attempted to visit or otherwise contact former patients in their homes and report to the committee on their conditions. The minutes of the earliest meetings are largely taken up with establishing the goals and policies of the committee and determining the roles to be taken by members. Later minutes typically include date of meeting; members present; procedures of order; summaries of addresses by outside speakers; and reports of the members on former patients contacted in their districts.

Audio recordings and transcriptions of interviews David Birnbach conducted with former staff of New York State mental hospitals including Willard, Gowanda, St. Lawrence, Rochester, Sunmount, Pilgrim, and Rockland in 1983 and 1984. The interviews from Gowanda were the most comprehensive. Also particularly important are interviews from St. Lawrence, the first state hospital in the nation to open all its locked wards, and Rochester with its focus on leadership and integration in an urban setting. Also included are research materials on the subject and a draft of Birnbach's research results finished in 2002 and titled "Before, during, and shortly after the custody, care and treatment revolution: An oral history of the New York State Department of Mental Hygiene, 1928-1983."

The series consists of various court papers for legal proceedings involving patients at the Willard State Hospital (formerly Willard Asylum). The bulk of material includes notices, petitions, affidavits, and transcripts by which the superintendent of the hospital applies for "a committee of the person and estate" to be appointed as representative of legally committed ("alleged incompetent") patients. Other applications involve matters of estate settlement, release of dower rights, attempts to secure payments, or other agreements to which a legally committed patient is a party in a legal matter. Envelopes or covers of the documents may show the patient's date of death, case number, and/or references to case books or other records.

Volume 1 (July 1870 - July 1885) includes the following information: name of deceased, age, nativity, date of death, date of burial, whole number, form, lot (which all refer to the location of the body in the cemetery), witness name, and remarks (indicating whether an autopsy was performed.). Volume 2 (July 1885- June 1890) includes identical information. Included in Volume 2 is a separate section for the Soldiers' Cemetery. Soldiers' ranks, companies, and regiments are noted.
