Clarence Raymond Decker was born on December 19, 1904, in Sioux City, Iowa. He received his A.B. degree in 1925 from Carleton College, and his Ph.D. from the University of Chicago in 1928. From 1929 to 1931 he served as the Chairman of the English Department at Illinois Wesleyan University. From 1934 to 1938, he served as the Chairman of the English Department at the University of Kansas City, and he became the Vice-President of the University in 1938. He became the President of the University in 1938, and served in that office until 1953. In 1952 he became the Assistant Director for the Far East, Mutual Security Agency. In the same year he coauthored two books: Southeast Asia in the Coming World and World Neighbors-Working Together for Peace and Plenty. Circa 1955, he served as a member of the Advisory Committee for the Truman Library. From 1956 to 1967 Decker served as the Vice-President of Fairleigh-Dickinson University. In 1965 he became a member of the President's Committee, White House Conference on International Cooperation. Decker died in New York City on November 21, 1969.
