Transcript (typewritten). In Russian. A confidential memo to the Chief of the General Staff, General Gurko, to M.V. Rodzi︠a︡nko, Chairman of the Gosudarstvennai︠a︡ Duma, informing him of the meeting of the 28 members of the Gosudarstvennyi Sovet (Council of the Empire, a consultative body for matters of legislation) and of Gosudarstvennai︠a︡ Duma (elective legislative assembly). A sober analysis of the situation and needs of the Russian Army and the home front, with suggestions for reorganization of the army, in order to continue the war in the decisive year of 1917.
