The Division of Water Pollution Control develops and implements programs to prevent or clean up the pollution of surface and ground water in Massachusetts. Programs are also implemented at the local level under regional offices of the Department of Environmental Protection by the various regional engineers for resource protection. The division, in accordance with the Federal Water Pollution Control Act (PL 92-500, PL 95-217, s 402, as amended) and the Massachusetts Clean Water ACt (MGLA c 21, ss 26-52), joins with the federal Environmental Protection Agency (EPA) in the National Pollutant Discharge Elimination System (NPDES) program of permits to authorize and control discharge of pollutant into surface water. This series was created by regional office staff to monitor nonindustrial users' compliance with provisions of NPDES permits.
