23rd governor of Iowa (1921-1925). Kendall was admitted to the Iowa Bar in 1887 and established a legal practice in Albia, Iowa where he served as city attorney (1892) and prosecuting county attorney (1893-1897). Kendall was elected to his first of 5 terms in the Iowa House of Representatives in 1899, serving as speaker of the House in his fifth term.
