A draft of a letter to Lord Russell, London, England, defending Everett's rejection in 1852 of the proposal by France and England that the United States should unite with them in a tripartite convention guaranteeing to Spain the possession of Cuba. Everett details evidence that European nations have attempted to prevent expansion of American power in the continental United States, and expresses the concepts of "manifest destiny," although not using that term.
