"Low Income Neighborhoods in Large Cities", (a series). 1973.

These tabulations were prepared for OEO from the 1970 census by the Bureau of the Census. They contain data for more than a hundred cities in Standard Metropolitan Statistical Areas (SMSA's) themselves, and the rest of the areas that comprise the SMSA's. The seven sets of tables compare the statistical data for each of these places with those data for their census tracts that have populations of at least 20.000, of whom 20 percent are poor. The data report variously the number of persons, married couples, or families that have certain characteristics (income, relationship to family head, years of education, places of birth, employment, means of transportation to work, and housing). There are also breakdowns of these data for whites, blacks, and Spanish-speaking persons and, in some places, for Indians, Japanese, and Chinese. Maps in these series show the locations of the low-income areas. The acronym LEAP, which designates certain areas of poverty on the maps, was derived from Leadership and Education for the Advancement of Pheonix, the name of the OEO community action agency in that city (in Arizona). Operation LEAP acted on behalf of many large city community action agencies in contracting for these tabulations with the Bureau of the Census.
