Offner was born in Brooklyn, N.Y. in 1931. He studied at the Cooper Union and then at Yale University (B.F.A., 1953; M.F.A., 1959). He taught at Smith College for over thirty years where he was the Andrew W. Mellon Professor of the Humanities.
