J. Exner's pamphlet "Friend or Enemy? To the Men of the Army and Navy, " 1916; and assorted government publications including "German War Practices" 1918, "President's Flag Day Address with Evidence of Germany's Plans" 1917, and the address of W. G. McAdoo on the Liberty Loan, 1917.
