The Federal Art Project (FAP) fell under the jurisdiction of Federal Project No. 1 of the Works Progress Administration (WPA). Hilaire Hiler, painter, costume and set designer, muralist, musician, writer and psychologist was born Hiler Harzberg in St. Paul, Minn.
