Lawyer, author and curator of the Iowa State Historical Department from 1908-1937. Harlan earned a law degree from Drake University (Des Moines) and was admitted to the bar in 1896. Prior to his appointment to the position of Historical Department curator he served as Van Buren County Attorney (1898-1902) and practiced with a firm in Keosauqua, Iowa (1902-1907).
