(being that printed in 1658); (4) ff. 64-80, "That the kinges of England have bine pleased usuallie to consult with theire peeres in the great councelles..." (attributed to Thomas Cotton in Hargrave MS 225); (5) ff. 81-217, "Modus tenendi parliamentum apud Anglos" (being the work attributed to Henry Elsyng); (6) ff. 218-262, "The discourse of passinge of bills in parliament (attributed to Elsyng).

On inheriting his father's estate at Middle Hill in Worcestershire, Phillipps embarked on a career of collecting manuscripts and books.
