Correspondence, drafts of reports, and other papers relating to an alleged conspiratorial agreement between Henry, Sir James Henry Craig, Governor General of Canada, and Herman Witsius Ryland, secretary to the Governor General, to report on trends toward confederacy and disaffection in the Federalist Party, particularly in Massachusetts, New Hampshire, and Vermont. Includes correspondence of James Monroe as U.S. secretary of state with Henry and with Édouard de Crillon. Other correspondents include Joel Barlow, George Gibbs, and Louis Serurier.
