The collection, mainly covering his tenure at Penn State, consists mostly of notes, papers, correspondence, and reports of activities at the Capitol Campus, Harrisburg. Records of Heindel's activities as Dean include planning, projects and reports from the 1950s, self-evaluation studies, accreditation, visits to Penn State by different scholars, his dean's office files, and faculty matters. Teaching notes for international relations and plans for developing other courses are included. Personal notes contain Heindel's notes and correspondence to Penn State president John W. Oswald, Social Sciences Program head Irwin Richman, Kenneth Masters, and others. Continuing Education programs files contain information about these programs Heindel instituted at the Capitol Campus.

Irwin Richman, born in 1937, was raised in Brooklyn, New York, the grandchild of Jewish immigrants who spent summers in the Catskill Mountains.
