The bulk of the collection relates to Harlan's work and research for the Historical Department including considerable material devoted to acquisition of collections. Additional activities documented are his studies of Native Americans (especially the Meskwaki) and Iowa land surveys; his communications as editor of the Annals of Iowa; and his efforts to install historical markers around the state.Other materials in the collection relate to Harlan's involvement with a variety of organizations, including the Iowa Conservation Board (secretary), the Mississippi Valley Historical Association (founder and board member), and the state commissions overseeing capitol grounds improvements and monuments. One segment of the collection contains a compilation of Harlan's correspondence with prominent Iowa men, including Grenville Dodge, James Clarkson, Emerson Hough, Charles Mason Remey, and Benjamin Shambaugh. Documentation of Harlan's private life is located in the first volume of the papers. The collection primarily consists of correspondence accompanied by supporting documents and ephemera.
