This series consists of 13 volumes of minute books compiled by the Council of Appointment between 1786 and 1822. The minute books record the date and place of each council meeting, the names of the members present appointments made by the council (name and office). After the recording of the minutes for each meeting every council member present signed his signature. The first two volumes contain both civil and military appointments. Volumes 3-13 contain minutes pertaining to just civil or military appointments. Each volumes has its own index arranged by county and then type of office.

Early commissions were recorded by the secretary of the Colony of New York. Chapter 12 of the Laws of 1778 appointed the secretary of state the clerk of the Council of Appointment. The 1821 state constitution abolished the council, and its powers were transferred to the governor.
