Horlbeck writes to the judge that it is not safe for him to remain in the city due to a virulent outbreak of yellow fever. The letter includes a chart listing deaths from yellow fever in the City of Charleston in the years 1817, 1819, 1824, 1838, 1839, 1854, and 1858.
