Harlan County, the sixtieth county formed in Kentucky, was taken from parts of Floyd and Knox Counties in 1819. It was named for Major Silas Harlan, who was killed at the Battle of Blue Licks. The county seat, Harlan, was once known as Mount Pleasant. The courthouse burned in 1863.
