Arthur St. Clair proclamation, 1793 December 7.

Consists of one 40 x 33 cm. document signed, a proclamation addressed to all inhabitants of the Northwest Territory commanding them to observe a strict neutrality during the war between France and other nations including Spain. In particular, the proclamation warns against "the designs of certain French-Men by the names of L'achaise, Charles Delpeau, Mathurin, + Signeux to excite and engage as many as they could, whether of our Citizens or others, to undertake an expedition against the Spanish settlements within our Neighbourhood..." The document is dated 7 December 1793 from Marietta, Washington County, and is signed by Arthur St. Clair, Governor of the Territory of the United States North West of the Ohio.
