Wise was educated at Gatton Agricultural College, Qld and worked as adviser in Tropical Agriculture in W.A. from 1929 to 1933 when he entered the W.A. Legislative Assembly as the Labour member for Gasgoyne. From 1935 he held various portfolios in the Collier and Hawke Ministries and from 1945 until 1947 was Treasurer and Premier. Premier and governor of Western Australia. Began his career as a bank clerk and later bank manager, resigning when elected to the Legislative Assembly in 1905, as member for Northam, which he represented until defeated in 1933. He held various ministerial portfolios, and became premier in 1919. He went out of office in 1924, but headed a ministry in which he was premier and treasurer, during 1930-1933.
