Correspondence, chiefly letters sent, regarding speaking engagements, comments on papers and articles of others, reports on conferences, his own articles and books, invitations and thank you letters. There are syllabi and bibliographies for Georgetown University and Naval War College courses. Articles focus on Iraqi war crimes, reduction in military force, neutral rights and maritime sanctions as a result of the Gulf Wars, and America's maritime boundary with the Soviet Union. Speeches are on international legal aspects of US Naval operations in the Iran-Iraq War, 1980-1988, measures for strengthening guarantees of mutual non-aggression among states, and limitations and safeguards in arms control agreements.

John McNeill, a lawyer, was born on January 31, 1941, in Philadelphia, PA. He graduated from the University of Notre Dame, received a JD from Villanova University law School and an LL.M. and Ph.D. from the University of London. He served in the US Air Force and in the Office of the General Counsel, Office of the Secretary of Defense. During 1990-1991, he held the Charles H.
