Wayne Alexander Bowers was born in 1919 in Bilbao, Spain, and spent his childhood in small towns in Pennsylvania, Ohio, and Virginia. Graduating from high school at 15, he completed his undergraduate studies at Oberlin College in 1938. In 1943, he earned his Ph.D. in Theoretical Solid State Physics from Cornell University, where he studied under 1967 Nobel Prize in Physics winner Hans Bethe.
