Arthur Cogswell was born on October 29, 1930, in Jacksonville, Florida. He received a B.A. in drama from the University of North Carolina at Chapel Hill in 1953 and B.Arch. from North Carolina State College in 1959. He began his architecture practice in 1962, and in 1967 formed a partnership with Werner Hausler.
