Letter of April 1, 1992, from Elmo Zumwalt to Mary Ingersoll-Curtis, Greeley, CO, regarding US military capability to invade Vietnam during the Vietnam War and the possible entrance of China into the conflict as a result. He disputes the latter and felt civilian management of the conflict led to more casualties than the Persian Gulf War, where the military exerted control.
